Government seeks feedback on proposed NDIS planning changes

The proposed approach, known as new framework planning, is expected to begin from 1 April 2027 and will be introduced gradually. Participants will continue using their current plan until they move to the new planning approach and will be notified before any changes affect them.

Under the proposed system, planning will focus on each participant’s daily life, personal goals and disability support needs. It may also provide greater flexibility in how participants use their NDIS funding.

The proposed rules cover how disability support needs will be assessed, how NDIS budgets will be calculated, how funding can be used, how plans can be changed and what can and cannot be purchased with NDIS funding.

The government is seeking views from NDIS participants, families, carers, people with disability, providers and workers. Feedback will help identify whether the proposed rules are clear and what information or support people may need to understand the changes.

The consultation closes at 11.59 pm AEDT on 14 October 2026.
