NDIS reform legislation clears Parliament

The NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 introduces changes covering eligibility, plan management, the use of NDIS funding and the monitoring of providers.
The legislation was developed following input from people with disability, families, carers, advocates, providers and other members of the disability community. Feedback received during the Senate inquiry also contributed to changes made to the Bill.
Among the agreed amendments are additional safeguards for NDIS participants, measures to protect the scheme from misuse and clearer rules within the legislation.
The reforms also include arrangements for plan management providers and protections for people with high support needs who depend on continuous 24-hour care.
However, participants and providers will not need to make immediate changes. Existing access and planning arrangements will continue while the reforms are rolled out.
NDIS access rules will not change before 1 January 2028. The National Disability Insurance Agency (NDIA) will provide participants with information before any changes apply to them.
The Government will continue working with people with disability, families, carers, providers, advocates and the wider community as the next stages of NDIS reform are developed.
